Rainwater regime monitoring and early warning is an important part of the flood prevention work. There are many small reservoirs in Lu'an City and they are widely distributed, making rainwater regime forecasting difficult. According to the provincial government's annual target management performance assessment requirements, all localities need to achieve full coverage of automatic rainwater regime monitoring and reporting of small reservoirs by the end of 2020. The Municipal Water Conservancy Bureau actively sought investment from higher authorities, and implemented 940 small reservoirs rainwater regime automatic forecasting projects, with a total investment of 140 million yuan, accounting for 25.8% of the province's construction tasks. As of December 28, all the construction sites have been completed and put online, and unified access to the provincial hydrological information platform, to realize the automatic monitoring, network transmission, information sharing, and directional early warning of the city’s small reservoirs. This provides accurate and timely on-site information to ensure proper water storage and safe operation of the reservoir, and realizes the informatization of reservoir flood control.

In order to ensure that the project is completed on schedule, the city's Water Resources Bureau attaches great importance to it and takes effective measures to promote this work. One is to do a good job in the preparation of plans. In order to ensure the uniformity of the implementation plan for the automatic monitoring and reporting of small reservoirs in all counties and districts, the municipal financial fund was 2.6 million yuan and the Provincial Water Research Institute was entrusted to prepare the implementation plan for the automatic monitoring and reporting of small reservoirs in the city. Due to the tight schedule and heavy tasks of the project, the EPC mode was adopted for the first time to implement unified bidding for some construction contents, which effectively overcomes the contradiction between design, procurement, and construction mutual constraints and disconnections, and greatly shortens the construction period. In view of the generally high reservoir water level after the flood disaster this year and the difficulty of construction, the Municipal Water Resources Bureau actively contacted relevant counties and workplaces to scientifically formulate reservoir water release and construction plans under the premise of ensuring irrigation and domestic water. Take measures such as cofferdams, caissons, and optimize the form of site settings to ensure normal construction of the project. The fourth is to strengthen dispatch supervision. In response to the impact of the epidemic and heavy rainfall during the flood season on the progress of the project, the main leaders of the Municipal Water Resources Bureau held three promotion meetings to control the progress of the project. Implementing "weekly scheduling and monthly notifications" for slow-progress counties and districts, arranging technicians to go to the site to supervise and rectify, a total of 120 people were inspected, 15 notifications were issued to ensure that the construction tasks were completed on time. In view of the different elevation system standards used for the basic data of small reservoirs, the basic data of the reservoirs were comprehensively re-measured, and the data quality was strictly controlled, which provided the foundation for the reservoir to go online. Actively communicate with provincial and municipal hydrological bureaus and invite provincial and municipal hydrological experts to go deep into the construction sites of counties and districts to carry out technical guidance work, deal with data filling, data uploading and other issues to ensure online quality.

In the next step, Lu'an will urge all counties and districts to do the finishing work of later projects, effectively improve the reporting rate and accuracy of online sites, provide accurate and timely on-site information to ensure proper water storage and safe operation of the reservoir, and provide informational support for the flood control command and dispatch of reservoirs, striving to reduce flood losses and ensure the safety of people's lives and properties.
